(1) A person who, with the intention of inflicting severe pain or suffering,
unlawfully kills, or causes serious injury or prolonged suffering to, an
animal commits a crime.

serious injury or prolonged suffering to, an animal is unlawful unless it is
authorised, justified or excused by—
