DIALogue is an email based facility by which Authorised Users in Developing Member Countries (DMCs) can make contact with, and obtain some assistance from, panelists with expertise in particular legal subjects. The assistance might include brief statements of general principles, and guidance on resources and further contacts. Officials in DMCs are authorised as users by the Asian Development Bank's Office of the General Counsel.

Operation of DIALogue

  • Authorised Users DIALogue is an email based facility for the use of Authorised Users in Developing Member Countries (DMCs) of the Asian Development Bank. Its purpose is to assist Authorised Users to obtain some level of free guidance from (or make contact with) 'panelists' who have expertise on particular legal subjects. DIALogue is intended principally for the use of officials involved with legislation in DMCs. Other classes of Authorised Users may also be approved by the Bank, both from government organisations, and from Non-Government Organisations (NGOs) involved in law reform. See below for details of how to apply to become an Authorised User.
  • DIALogue Panels A DIALogue Panel comprises one or more persons with experience in a particular field of law, each of whom has agreed to provide some level of free assistance and information to Authorised Users of DIALogue. See below for a list of the current DIALogue Panels and their members, and how to obtain details about appointment of Panel members.
  • Operation of DIALogue Authorised Users of DIALogue obtain access to an online list of email addresses from which may conveniently send electronic mail to an individual panelists, to all members of a Panel, or to other Authorised Users.
  • Intended uses of DIALogue It is expected that DIALogue Panelists will provide to Authorised Users a basic level of guidance such as brief statements of general principles, where to find resources, which country's legislation is worth considering, other people to contact, etc. It is also hoped that all Authorised Users may provide some level of useful guidance to their fellow users.
  • Disclaimers Participation in DIALogue is on the basis that each Authorized User agrees that information provided via the DIALogue facility, whether given by Panelists, Authorised Users or any other party, is given without liability attaching to to any person, including the provider of the information, the Asian Development Bank, the Project DIAL consultants and the DIAL facility hosts.   • Application to become a DIALogue Authorised User

    Any person who is interesting in becoming a DIALogue Authorised User should contact by email Ms Rita A. O'Sullivan <rosullivan@adb.org> of the Office of the General Counsel of the Asian Development Bank. The Application Form to become a DIALogue Authorised Used is available here in MS Word format or RTF (rich text) format, and should be completed and faxed to Ms O'Sullivan.
