HEALTH RECORDS ACT 2001 - SECT 75
Who are the parties to a proceeding?(1) The complainant and the respondent are parties to a proceeding in respect of a complaint referred to in section 74(1).

(2) The Health Complaints Commissioner is not a party to a proceeding in respect of a complaint referred to in section 74(1)(a) unless joined by the Tribunal.
