(a) may designate a specified person or the holder of a
specified office for the purposes of this section, and
(b) may delegate to
such a person or office holder the exercise of such of the President's
functions (other than this power of delegation) as may be specified in the
delegation.
(2) A person who is a delegate of the President under this
section is a member of staff of the President.
