NATIVE TITLE ACT 1993 - SECT 151
Hearings(1) For the purposes of an inquiry, the Tribunal may hold hearings.
Determinations "on the papers"
(a) decide for the purposes of paragraph 24DL(2)(c) whether it would be fair and reasonable to register an agreement; or
(b) make a determination in relation to a right to negotiate application;
by considering, without holding a hearing, the documents or other material
lodged with or provided to the Tribunal. However, the Tribunal must hold a
hearing if it appears to the Tribunal that the issues for determination cannot
be adequately determined in the absence of the parties.
